Have you tried going to the "My Games" section of the paradox forums and checking what the status of PON is in the long list?

After you register a game, the forums immediately deal with the registration.

It was my mistake, you have to point the installer to the "common" steam folder. Confirm you wants the installer to overwrite the existing folder/files.

If you install the patch somewhere else and then copy over the files some problems occur
