I had the same duplication of Saltikov under a different event. It was the "Buturlin replaces Saltikov" event.
This returned two Saltikov units; one with 3-2-1 ability the other with 3-2-2 ability.

Have you tried the Windows 7 option to run as an earlier version of Windows? That has worked for me. My game files are in the Program Files (x86). This seems to be the place Windows 7 best sees the earlier versions.
Everything else looks fine. Are you running as admin from a right mouse click?

Have not seen this, but I find if I use the turn replay option, ('home' in the load box) backing up a turn, adjust a force or two to create a new feed, and reload, it clears up my problems.

The only time I have seen no place to retreat causing units to be destroyed is when an amphibious assault occurs, and the attacking player loses.
The "Ping-Pong" battle is interesting. I can rarely make this happen, maybe Stoertebeker can set this up.
