If you take a close look at the shape of the capital cities of Great Britain, Germany, Austria-Hungary, Italy, and (maybe) France, you'll notice something interesting as regards their shape...

Septimus Severus Scenario Locked?

I started the Septimus Severus Scenario up recently, and after choosing the Pescenian faction and advancing to the second turn, a message tells me that the scenario is locked and the next turn button does not work. Is the scenario not finished yet or is it a bug?

What I do know is that they must be stationed with a structure of any kind to be active, so don't attach them to armies.
