You can't form divisions right away either. In time you will get an event allowing them. Depending on what activation settings you use, you need an active general to form a division.

I didn't intend to turn this into a debate about Afghanistan. My point was the irony of the situation, and how costs and doubts (or self-reflection, or whatever one wishes to call it) about the worthiness of those costs continue with on us, as they always have and will.

I think a coastal fort terrain would be an interesting feature in the future, at least for those that were on islands or near islands (like Fort Fisher). These forts were all but impregnable to land assaults for near the entire war.
