I moved the units to French territory and they still cost victory points to disband?

Firstly thanks for the replies so far. I've captured a whole bunch of artillery from Russia, Austria, Prussia etc but I can't put them into divisions, and I don't think I can do anything with them.

What do you al suggest?

should I just conquer all the cities say of naples rather than satalite them? If I create the kingdom it doesnt seem to do anything for me. No forces, no expeditionary forces are ever accepted, no money. Whats the point? Do I make more money or get more from occupying everything or creating satalite...
