Aye, havent seen the stars for experience in the last 3 patches that I remember. You can do the mouse over to see the text, though so not that big a deal. I always moused over just to see how close they were anyway, but they did add "flavor" to the unit stats, and I liked them :)

Ok that helped, I made 2 changes in that I changed that Harbors could be deleted, but left naval bases as permanent, and changed both merchants and trading posts to 60 max CP instead of 75, giving time to build a trading post if for some reason they didnt build one and wanted to after reaching colon...

Militancy and revolt risk as well as contentment can be looked at as totally different things, while they can have an effect on eachother. OK, I am venturing my own guess. I'm thinking the "L" means "locked". I'm guessing you don't get the L to start with because you can cancel the build up until it becomes locked.
