Reinforcing/2nd intervening fleets appear in the battle window, at least in my experiance. Check the battle log to see the rolls and modifiers and that should give you an idea of why they're not showing up.

Am still not entirely sure why WW1G navy's act the way that they sometimes do. Sorry.
