I'd suggest going after Morocco and other North West African areas - I quickly became the leading colonial power in most provinces - France will probably become a problem though (sooner or later) - it was much easier make an impact there than in the other areas such as Tunisia.

A 1900/1901 GC start would seem like a good option - with the amount of effort put into modelling early aircraft / new technologies it would be a shame if most players barely used it because the normal GC is very long - plus Japan is really hitting it's stride.

In the available treaty list you should have a 'Declare War' option after you receive a CB - click it and choose OK at the bottom the same way as you would if you were offering any type of treaty (commercial agreement etc.)

Just to add my backing - I've no problem with DLC in this instance - New in-depth scenarios are new content in my opinion -as opposed to the Vikings etc in Civ5 which should have been in originally, the grand campaign is the main focus of PON here. I knew it was not an official game from AGEOD but it is published by them (and on their engine) so they must be getting some cut of the money, therefore it would make sense if the game was given more exposure on the Paradox forum. More money for Ageod = more money for the Paradox company as a whole....

I will only be buying the game tonight, but this sounds great - I think too many games give the player a huge advantage with the sateillite view of the world - not being sure of the progress of the other white faction should make things more interesting.
