What does that mean for special abilities, though? Are special abilities locked?

I lump some in cities with the troops they'll eventually use to form garrison divisions. Hooker, who I know I'll want to use as a corps commander, I give a couple brigades and let run wild. The rest play cards in Alexandria.

I can never figure out what the hell to do with light artillery once I take it. I always wind up using them as garrison troops since they can't take replacements -- they're no good for use in fighting armies.

What logical reason is there for not being able to form them until October of '61? I read somewhere that both armies lacked the logistics and organized officer pool to form divisions early in the war. But c'mon now. The CSA I could understand. But the US Army, even though woefully unprepared for war...
