fort contruction working now no problem just had the have depot first

I am currently playing the ketucky july 1861 scen.....i noticed that my units cant build new railroads and or forts. i wouds like the fortify harpers ferry and had the requisit artillary and supply unit...still could not build fort. I wanted to build new railroad and make new connections in Va and K...

I did not remove the scen file from game folder before i tried that might be it. I'll try

I have tried repeatedly to use the database and csv spliter provided to create a scen. Cant get the scen to work seems to default to vanilla scen....Is there any other way? I am using excel...do i need open office?
