It's not that simple, a lot of times the AI never offers gems or gold as they are converting them into state funds. Playing a new game as 1.3 as the US, no one is buying my cotton. This is causing problems with my private capital as you can imagine. I have 300+ in stock and 80 on the market. I was looking at the California Screenshot. The only natural resource I can see in California and Nevada are cattle in Sacramento.
