Okay Ethan, I've manually wiped all traces of my game. I have reinstalled on the C: and it didn't work. I tried installing again on regular Program Files location. Thanks for the ideas Ethan and the help. I tried redownloading it and reinstalling. Same error as before. I never had crash problems until I tried the latest patch. I looked for the log but there doesn't appear to be one generated. I'm at a loss for what to do next.

Did this twice sir, a complete wipe. If I hit 'no' enough it will go through with the selection but then it gives another error screen with the next screen that comes along.

I always thought that 3 star generals couldn't be killed, but I lost Grant during my taking of Nashville :(

My concern is mostly about the mouth of the Mississippi River, I've had a union fleet sail up the river without being touched before and it was a most distressing sight. So I was just seeking clarification of what I thought forts could and couldn't do.

Thanks for the clarifications. Even if you stop in a water region adjacent to a fort and then move the next turn, you will meet the above requirement and be subjected to bombardment. For railroad rebuilding you need a combat unit in the area, if you mean speed up rail road rebuilding I don't see how that is possible since it takes a combat unit one turn to rebuild anyways.
