I'm a new member to your forums but had purchased the game awhile ago. I truely don't understand how to implement the Divisions when i'm able to, I think in Nov '61... Anyway... how do i set up the divisions so that i can erase those 35% penalties... Any quick answer would be VERY MUCH appreciated.....
