I used ChangeFaction to look at the Burmese, none of their units are in Mandalay. I have three light cav brigades whose elements have a detection rating of 5 along with many inf brigades rated at 3, so I'd probably have seen anything that was in the province by now as I've held it for about 8 months...

I think 4 legions is too much for a 2 star leader to command without penalties, what is your command penalty on the pop-up when you mouse over the stack. A high penalty will mean your units preform poorly and they will route a lot sooner in battle than normal and this may be the issue here.

I think the real issue is that no new tech units are getting added to the force pool when the upgrades are researched. The divisions kept in the pool are old tech so the engine only recognizes old tech units on map. Without a new tech stack in the pool the engine can't see the new tech divisions on ...

This is actually a different issue I think. China and Britain are not building extra units added to their build pools, they are building endless units because their build pools keep refreshing as on map units upgrade to new equipment. Wile you're focused on force pools, can you look at unit removals as well? I know in the 1880 scenario Canadian units will vanish from the game after some tech upgrades. Check for strikes and other bad modifiers in your regions. Just because you have a structure doesn't mean it will produce anything unless your people are happy and going to work every day. There are lots of things it could be, post a save if you want help tracking it down.
