To my knowledge, it is based on the patrol/evade values of the various troops. The higher the patrol value, the better chance to engage (if attacking), the higher the evade, the better chance to no engage (if defending/passive).

signal units increase the amount of command points a stack has (this means you can put more troops in a stack without a penalty).

Sailors don't go on ships, they go in a stack to decrease the penalty when crossing a river, attacking from ships.

You will need to look at the battle logs to see what happened. It's possible there was a battle, but the CP stack retreated immediately. It's also possible they have not had a chance to leave the region yet.

Each destroyed element costs a certain amount in VP and NM. You probably lost a lot of elements in the battle (even though it was a smaller force), thus costing you the -4NM.

Supply wagons allow an extra chance to not surrender. You need to keep the entire garrison with the supply unit however. If 1 unit surrenders, they all do, and the computer likes to pop up extra garrison units, which aren't with the supply unit.

You are also only allowed to form a limited number of armies. If you create armies with all the 3 stars you get at the beginning of the game, then no, you won't have any extra armies for those new better commanders.

Yes, you should both icons. Something is going wrong. Your dad could be sending orders from a turn behind, or something else could be going wrong.

The penalty is double CP costs. So instead of being 6 CPs, it's now 12 CPs.

As to your 2nd question, there should be differences, but it may be small (attack strength or maybe cohesion).

I agree with Searry, use them only when your sure you'll win. I lost my game because of the 10 NM loss from a naval battle (the enemy gained 10, and that was the margin he needed to win).

It should be 1 line element. This means that militia don't count. I don't think cavalry count either. This only applies if the region is hostile (less than 50% loyalty to your cause).

several appear by event, the rest you must build. they mostly appear in the first few turns (april start). But there are 2 that appear later in the game (maybe more, can't remember exactly at this point).
