So, apparently it is a negative trait. I eventually spotted a general with some kind of wilderness trait and that expression was something like "-1 Supply use" and the text was in green font so . . .

It is not clear if general trait is a benefit or a cost.

Also: is there a resource of some sort which lists all of the buildings/traits/stuff in the game with more complete explanations?
