The AI will not buy anything for you. Using capital means the government is spending emergency money to keep the rails and ships going. Presumably it's spending more than coal actually costs. If you're short 53 coal, and coal costs 2, 3, or 4 pounds (sounds better than "money"), then the cost of pro...

That's it. You don't have enough mechanical parts to run your coal mines. Get more of those and this will right itself.
You can't start a turn with negative coal. It just says negative. It won't actually evaluate to that; instead, you'll lose some railway capacity or ship strength or something.

Do your coal mines have their inputs? If they're missing one, they won't produce any coal. Also, depending on whence you're trying to buy coal, you could be facing competition for scarce resources and losing.
Also, regarding the -53 coal: you have a stock of 14 coal minus 67 for ships and trains.

It could have happened. Remember, VA seceded because of Lincoln's call for volunteers to suppress the rebellion. Then, Lee refused a Union command because VA had seceded. If Lincoln had figured out a way to secure Virginia's neutrality, Lee probably would have stayed in the Army. https://en.wikipedi...

Why do they have off-map boxes? I can't imagine a circumstance of these being useful apart from some Sunset Invasion scenario.

Click on your army. Somewhere on the stack list should be an icon. It will either be white with a black circle surrounding a black dot or pulsing red with (a) broken circle(s) surrounding a black dot. If it's pulsing red, it means the enemy city's zone of control is too strong for your army to escap...

I did a clean install and applied 1.04RC5 over it. I am using Windows 7 Professional 64-bit. The worst part is, it's inconsistent. This game is very different from Victoria 2, both in layout and function. In Victoria 2 you were told to disband your army to save money. In this game, there are 2 types of money: government money and private money. Government money builds armies and navies, invests in research, and performs actions...

Two "Civil War II" folders?

I have the Steam version. My directory looks like the typical one: C:\blahblah\common\Civil War II. This, of course, has all the game files. It also has a subfolder also called "Civil War II", which contains a .exe and ANOTHER sub-folder marked "CW2". So... what's going on?

Battle report glitch

1.05, PBEM continued from last 1.04 RC.

In one battle, a division commander died. The battle report reported that his entire division had been wiped out, but the division was fine (if disbanded).

In another battle, several elements were destroyed. The report did not indicate this.

Flexible on scenarios and rules (prefer historical attrition, standard shipping, normal foreign intervention). PM if interested.

Offensive Fire refers to the unit's chance to hit when in Offensive or Assault posture (multiplied by 2.5% or something). Defensive Fire is the same, but in Defensive or Passive posture. The US regions start out with population 1 or 2. The problem is, those 1 or 2 leave/die/whatever and it's impossible to bring them back because economic structures cannot be built without population 1, minimum.

Depopulated regions

Occasionally, a region will have 0 population (usually in the American West, like Nevada or Oregon). I remember from previous versions that even sending colonists would not add population, and building economic buildings was impossible because of "not enough population". Has this been fixed? I haven...
