How to apply the Gold patch to a Steam installed game ?

Can anyone say WITH CERTAINTY how the gold patch must be applied to a Steam installed game ?
My system is Win 7, 64-bit, not that it matters.

I cannot make the patched version work, so I'd like to hear what the exact and correct procedure for installing the patch is.

The game is indeed excellent but some features are not working as they should.
I hope they will be patched because PoN really has tremendous potential.

Sorry if this has been discussed before, but surely it must be a bug that one cannot enter a province of a third nation occupied by a nation one is at war with. As Prussia, I cannot attack Austria in Saxony after Austria attacked and occupied Saxony. This is ridiculous. Must I declare war on Saxony ...

Yes, thank you, this was very useful information.
Playing Prussia is very rewarding but I too was wondering if I was ever to see German unification since all ther neighbours (Austria and Holland) were occupying one German state after the other.
