I don't think they'll ever do it, but the old Victory Games board game had a provision for Grant or Sherman commanding more than one Army. I think the rules restricted it to 1864 or after.

Really good Army COs can really help Corps COs. Open an 1863 Union start and look at Grant's Corps in the Vicksburg area: McClernand is a 5-4-4, IIRC. As Teatime detailed, Lee unlocks eventually and you can replace Joe Johnston (or maybe others) with him, with no penalties, IIRC.

It's difficult for the Union to make a real advance on Richmond that early, unless the Peninsula is favorable. Just too much going on in front of DC, generally. Too much to do, overall. Not impossible, just difficult.
