I am looking for AACW databases on financial centers, conscription centers, ammo, war supply and general supply depots. This would consist mostly of CSA cities/towns, I would think. Unzip MetaAeras Aliases files into the SVF/Aliases directory and Aeras file in the SVF /Gamedata one

I no longer have the problem.
SVF stays in the game, going right to the next turn after completing the previous one.

I've played the first few turns [as USA], and at the end of each turn, the game keeps crashing, and I'm sent to the desktop. It's curious indeed. I presume you have unzipped SVF in your AACW directory and launched the sytruggle.bat process with SVF1, SVF2 and SVF3 in that directory. My hometown is San Antonio, it's there offmap for a few scenarios in AACW, I think.

But it's also there in WiA, under Spanish control, of course.
