Hi I was wondering if I could get some hints and tips for where Germany should start in 1850 for colonization? Morocco, East Africa, West Africa, Samoa? Reasons why would be cool as well.

I thought that you only needed 5%CP to build these in a colonial area I have 23% in Rabat and also already have a Mission and Trading post there. When I attempt the tool tip tells me I must own all the structures there? I can however build an Exploitation and Collection Centre.
