I agree that for infrastructure you can allready control it. Like you said you can just abstain from building in the other regions and that works sufficiently to focus on the one region you want to build. I was mostly thinking about food distribution. That's something you can't influence right now. ...

Just stay on the offensive with elephants and take the fight to the right terrain and I will gladly let them face Roman Legions. Supported with the right general they consistently roll higher values, so I don't really worry about the 1 HP on the offensive. Defensive battles is what you have to worry...

It's not about the most cultured city. It's about the city that produces most culture that turn, meaning you should put as many pops on producing the needed culture to produce the most culture in your realm.

Should that not be redefined? It works and feels a bit counterintuitive. a) I think it's a good way that some forms of government should be allowed to choose and influence the location of it's capital, but others shouldn't. I'm actually using this feature to let my navies patrol the Mediterranean when at war in search for enemies popping up when nothing better to do. well no, the manual has a section on Rome and Civil Wars and clearly indicates getting your loyalty to 75+ is a good idea :) Sigh. I only read 6.4 Loyalty and Unrest.
