I don't know how this happened, I don't recall resetting anything in the options when I started a new game, but in the last game I had a maximum of 48 divisions and it never increased, the new game allows 60 divisions from the start of '61. Forever. Seriously though, VP have nothing to do with the victory screen, and you can't earn enough NM from 12K guys to put you over the top. As far as leaders dying...they DO die...you just happened to have lucked out. The thing is, however, that 3-star leaders never die IIRC...but 1-stars are at higher risk that you may think. One answer to your question -- they are an alternative (and often times, better) method of creating depots. What is the reason for river transports? I can be sitting in Cairo and move to any place along the river without them so why do I need them?
