That depends on your settings. If you chose "No delay" under the appropriate commitment tab in the options menu, then you have to fight. Anything else will see you leave unless you have less than 25% MC.

Why enter a city?

You may have a superior force within a few turn's march. but not outside the gates. In that case, hold inside and fight outside.

Combining garrisons?

It depends on CP. If you can do it and fit the forces in a single division, go ahead. Otherwise, don't bother.

Put them in charge of cavalry corps. That way they tend to get shuffled between armies with the intent of getting or preventing pursuit hits and are usually involved in most offensives.

It will help with having 200,000+ men in a single region, but requires optimization separate from EAW. Unless I'm mistaken, it's just a placeholder mechanic in CW2 at the moment.

High cohesion? I can't honestly remember, just don't lose them; they work great when breaking enemy lines.

You could always compare stats with a normal line infantry unit in the unit detail screen.

Well this is probably too late to be helpful in your PBEM, but yes, all Russian stacks on German soil should be locked, their commanders inactive, and their cohesion reduced by 66% during the resolution of the turn on which it is played.
