What are the conditions to be able to promote a leader? When it says "Promotable - Yes" does that mean the leader could be promoted right away? If so, I can't seem to do this - what other conditions must be met before you can promote a leader? Thanks

If he is the corps leader you have to strip him of cops leadership status before redeploying him. i suppose this is intended so you don't lose a corps status form a stack by mistake by redeploying his leader to other area.
