They are able to attach to individual brigades but not form divisions. What makes then inactive and how does one chnage that?

I also noticed that occasionally I have generals that are not able to form full divisions. This happens in particular with the Shenandoah force. Why is that?

Can anyone explain how supply works in the game and how to maximize getting supplies to the front. Thanks
