This comes from the capital region not having the food penalty on growth from others regions ... I can tweak that so the penalty remains, but lower.

From memory, it was to please PhilT, L means Laid and it was added for units past 50% but I'm not too sure there is an in game effect. Probably tied to an old wargame he liked :)

A bit of both. Adding anything related to UI must be somehow justified versus 'perceived added clutter' you know. But perhaps I can sneak it as some point, if I find a method to not be intrusive to players not wanting it.

it was not judged as a priority feature of the new PBEM server (the first one where you can have 16 concurrent players) because of the slow pace of sending one message through this method, waiting one turn for the target to read it, and another to get it. Some programming time, but also I need to get some stamps of approval as I'm not alone on the project!

I'll be keeping this feature as something to do, but there are so many things to do that I can't promise when or even if it is done... But don't lose faith... I like it too.

Yes 1.04 should sort that.
They might had 10 regions at a time and then lost a few, for the Empire thing. Same condition for AIs and player, no cheating!

From memory, the variance is drawn on a per region basis.

The original work was done by Philippe Thibaut; I think he went historical, and did not add modern finding. Then over patches, to balance the game, some extra resources were added there and there.

Citing from memory, but I think you'll be able to raise HIs in the new patch.

That's impressive if you have Rome at your door, they seldom reach Egypt or Judea usually...

The only one I know still doing scripts is Bohemond, he is your best bet.
