Ok I had the same problem today - and guess what it was simple : My laptop speakers were disabled (I do that when I connect my HDMI cable to my TV to get sound correctly) once I enabled them the game started. It's definitely sound related, this worked for me but may be something else for others

Hi Calvinus I can verify that it happened on a seamless session of a newly started 2 player Central Powers game. It happened suddenly during the reinforcement phase. But I can't remember if the sound was on or off cos I had my computer speakers switched off at that time but I assume it was on.

Ahh that makes perfect sense - so then we have a possible bug. The game has allowed me to perform one mission per move at least during the initial 1914 phase - the mission button has been highlighted in all occasions for all ambassadors. All missions were actioned on that turn with variable results....
