I've gone with a rope a dope strategy against the AI as both USA and CSA. Get your corps dug in around key points, harass the enemy with deep raiders and the ocassional raid in strength to minor towns until they launch their big assault, stop the attack, chase them back. Yeah, those 2-reg brigades are nice, I'd forgotten about them.

I'm somewhat lazy / impatient (and always lacking rail points it seems) so tend to use zoauves as filler rather than bring in small brigades from other states (I tend to build divisions all in one order in one state).

Aren't static units unlocked when attacked?

I know the Cairo guns (fort artillery or whatever the ones with bricks in front of the unit picture are called) retreated when Polk seized the city in my current CSA game (in my Union game they were a static unit).

Glory might not be historically accurate (the worst offence I think is that the 54th didn't exactly volunteer to lead the assault), but it's a convenient vehicle to explore themes and I think it does an exceptional job of that.
