Against AI I use it both ways as AI is no human opponent - so agaist Union Shiping and to blockade run. Against my human opponenst I only go for breaking blockade options and park any steam frigates in particular in blockade boxes - my runners tend to last longer that way!

Oh and I never fortify Norfolk - like others I view that as a waste as in PvP I have never been able to hold it for duration of War! Against AI i have but I still dont fortify. What I would really like to do with Norfolk is unlock that Naval Engineer and move him to Wilmigton or some other Port!

I dont think that there is any way to enforce anything approaching historical accuracy! Why would you want to?

I tried it but gave it up as a bad idea as we are all playing What If? scenarios even in a full campaign!

Build your own depot - assuming that you have already captured NO. If you arrived in NO without the necessary tools to do the job - perhaps you need to rethink?

My nephew made a similar mistake in the PvP games against me! Arrived without any supply!
