AFAIK you cannot control Raiding Tribes at all. They quite literally have a mind of their own until they become Barbarian.

Hi! I'm pretty much about to buy this game but I was curious of one aspect, namely the decline of empires (and kingdoms?). Is it practically impossible to keep WRE, Hunnic Empire, etc. alive to 1066 or is it just very difficult?
