If the 'E' 'R' 'T' 'Y' keys stop having any effect you have cycled through all the units which can move which have not already been assigned orders. If you have your corps spread out over multiple regions, your army HQ more likely to march to the sound of the guns and support a corp that's being attacked than your other corps are. So one reason to keep troops with it is as a moblie reserve.

There is a limit to your suggestion: if the promotion is linked to some kind of activity and the guy is "bad" at start, why would the player (not knowing the guy 'will' improve) put him in command in the first place...
