Still broken in the f patch. Seriously, how did this get through? In September of 1851 the minimum number of ships jumps from 30 to 100, which is impossible to have. Will this be fixed?

unable to change military control

I am playing the Whites in the Grand Campaign and have tried for 4 turns with different units to gain military control of the province east of Grozny. The communist military control stays at 100% no matter what I do. Any ideas?
