Bug: The American Congress moves back to Philadelphia

1.08rc11 In the 1775/1776 campaigns, if the Americans recapture Philadelphia, the "American Congress moves back to Philadelphia" event fires each turn. Harmless (I think) but annoying. I'm getting a CRC error unzipping the newer version of RC5 -- tried downloading it twice, so I'd guess the original is corrupt?

I saw the same thing, and assumed that movement was blocked (as per history). But I couldn't get the *game* to tell me that -- I couldn't find any indication on the map, etc.

Is that right? Is it a "hidden" terrain feature? And if so, are there others?
