What do the Naval Engineers, and just regular Engineers do? Other than with sieges.

The first number is the leader's agressiveness rating. Its how likely he is to activate and follow given orders. The second number is the leader's offensive capabilities. The third number if how well he fights on the defensive. So, a 4-2-2 leader would be a 4 on the aggression scale (3 is average) ...
