Under the railroad and river transport sections, I think there should be decisions to expand rail roads on either side especially in the C.S.A. at the cost of WSU and $$$. I like the attention to detail on the cavalry part. Not many are aware of how much more effective cavalry from the Southern states were, since they had many of their own horses, and was required to learn to ride well due to lack of rail roads w/ vast country side.

At Gettysburg, Hood was wounded while leading his division from an exploding shell, and Evander M. Law assumed command of his division. Is he in Longstreet's Corps perhaps? I think that's the reason Hood isn't in this scenario.

My number 1 tip is this: As CSA, use the War Bonds and Taxes decisions twice each before using the Print more money so it will balance the variation.
