I don't think there is a cost associated if the popup doesn't mention it. Well other than the cost being that the card is spent and can't be used someplace else until you get a new one obviously.

If I remember the manual correctly leaders give 100% benefit of their ratings to units within their group, and 50% benefit to units outside of the group (in the same stack).

Well, it's certainly important in large scenarios in a "in what direction do I want to take my nation?" way. But you won't be adjusting a bunch of sliders or building and moving around non military personnel.

As long as it's mainly balance issues the game should be in a good position for the future.

I have only played the two smallest scenarios so far and am enjoying myself quite a bit. Smooth gameplay and a gorgeous map that's a lot clearer than the one in CW2 imho.

I suppose it doesn't make much sense to expand a title called Thirty Years War with scenarios that weren't actually part of that war. But there were quite a few interesting conflicts in the north during the 1600s and early 1700s such as the Second Northern War (1655-1660).

Perhaps it would be possible to use Paypal and have someone transfer money to your account?

If I'm not mistaken Surtur said on the launch stream that it will not appear on Steam in the near future, but could possibly do so further down the line.

In The Paladins intro text once you've loaded the scenario [edit: as HRE], at the second line from the bottom it says "Brusnwick" instead of "Brunswick".
