I confirm. Same isue with my NCP AGESettings.exe :( BoA, AACW and WIA show no issue... I also use Avast! and just today I ran a scan. It identified "NapoleonCP_edd_frenge" from my NCP game as a Trojan. I meant to mark this as a false positive but unthinkingly moved it (into Avast's "moved" folder)....

I believe these are but examples, not sufficient conditions for a victory. You lost Königsberg and Memel, that will have offset holding Danzig and taking Warsaw ... ? I'm sure you're correct in this. Region Aurillac, France

While playing the 1814 scenario, version 1.0c, I find the Aurillac region (north along the road between Toulouse and Limoges to be impossible to transit.

Aurillac is described as "(Hills, Unknown)" and reportedly takes a whopping 14,523,549 days to enter!

Though the exact parameters remain a mystery to me, too, basically the French won't enter the war on the loosing side, which means, if You're playing the British and are doing well in terms of VP, they might not enter the war at all...?
