You often do not have Artillery/Officers or both as Russia to build corps. Big Issue, Historical as well, especially if you have purchased officer and Artillery replacements via F2 screen. Historical (probably best) option is to not purchase replacements and keep throwing more 'Muzhiks' into battle...

Altaris, I have a question - I don't seem to be able to build additional infantry despite having both the money, manpower and resources? Am I missing something? Also, what exactly is the cost of a factory? The building decision does not seem to take funds or other resources?
