How can I have a unit or stack leave thier dug-in position, go somehwere else, and then return without digging in again?

I have just started the big campaign as union. Any advice on what to build and where to garrison in the first 6 months? Do I need to build a blue water navy? What about riverine for the west? Hi, Im playing the western campaign and im not sure how to get Halleck to train and McClernand to recruit.
