Burnside's Location in 1862 Campiagn

What is old Burnside doing in Beufort SC when he should be in Beufort NC in Feb 1862?

Also on a related note Dupont and the Ablemare squadron are stuck because the frigates can't traverse the shallows leading to and from the harbor. They should not be in that fort, but in a sea tile adjacent.

They weren't much use in the west, which is why the WE shipped their armored cars to Russia and the middle east, where they were quite useful. Fore example, the Belgian Expeditionary Corps in Russia.
