That was kind of my view except for the ones that are really non-regional like Copperheads, fortifications, and such. Just wanted to be sure I wasn't missing something in my interpretation.

Has anyone done a cost analysis of these Regional Decisions? Just based on the rather vague gain of development points they are a waste of game money. For example building roads does give you a 10% loyalty boost and 3 VP but at the cost of $75,000. Is that really a reasonable choice compared to all ...

Development Points

There are a number of Regional Decisions that increase something called Development Points. Any one know what they are and why they are useful?

My suggestion on handling Kentucky is: Since the CSA player is never going to be stupid enough to do what Polk did, give them a bonus in NM and/or VP for entering Kentucky early. AI Railroad Repair

I have noticed that the AI doesn't seem to repair railroads. I don't know whether this is a bug or just something the AI doesn't know how to do. Seems like the original ACW also didn't repair.
