I just re-create the corps after the new army is formed. This all occurs during the same turn. I don't think any bonuses are lost in this process, are they?
Yes, as long as it happens within the same turn it's okay. The tool tip will warn you otherwise, but nothing happens. I do this all the time to change army names.

This happens for me with all the options - call for volunteers, mobilization, financial, etc. It happens every time. It will be 6 turns, then 5 turns, then 4 turns, then 0 turns. On the following turn, I'm again able to select the option. It seems to work the same way for the AI.
