In any case it doesn't seem to work. I had ten units sitting for three months in Williamsburg, VA, in September and October 1862 and still took the second NM hit.
Well. From 10 leaders with zero power to 10 divisions with a combined power of over 5,000, that's quite a range for this event. Maybe a certain number of combat elements would make a tad more sense. Even considering the difficulties of finding out how many you have.

If that's the case, then the event could be satisfied by sending a single line unit with 9 leaders ... yes, or 10 leaders if you like, but I'd provide some sort of escort.
Frustrating, but maybe realistic? It's usually the units actually doing the fighting which are most undermanned. See, all these replacements coming up from the rear are eagerly appropriated by all those rear area commanders for their local units, leaving the front line units the leavings, if any ......

I just confirmed that Keyes and Hamilton are both 3-1-1 at start. Their four weeks of fighting in my campaign brought them increases of +1 +2 +5 (Keyes) and +2 +4 +4 (Hamilton). Not bad, and yes, the strat rating does improve.
