By the way, the "next unit" buttons are fantastic and really help me think about my positions. It's a good way to make sure you are not making a stupid mistake. Simple thing, but really helps. Region names - things I noticed. In Maryland, "Maggohy" should be "Maggothy". Just a typo. In New York, "Shenectady" should be "Schenectady" or "Skenectady" (which would conform to spelling norms of the period, if the name is too long otherwise.) I was able to move the Boston Fleet into the same ocean area that the transport fleet was unable to reach. Even if I waited several turns, the same thing happens.

It's independent of saves, happens every time I play this scenario. However, I'll be happy to save it off and show you.

I'm playing with tons of stuff in the background, including Eve, anti-virus, etc. I have a gig of RAM, so I used the "territory pre-load" option. Perhaps that helps? Just drag and drop as for regular movement, but onto the other unit's icon. That should bring them together.
