Never played the Poms so I'm just vamping here, but you could try fixing your potential army commander to a single division and sending the combination to, say, Dover, creating your army command there and then shipping the new army back to where it can be brought up to strength.

I think it's the number of supply units you're committing. As I recall, the manual says that you need 8 supply points to build a depot and that each supply unit is worth 4 points. But a later unit change reduced their supply value to 2 so that you actually need four supply units to provide the neces...

I normally play the CP and I'd suggest that the only thing you need do to neutralise the German fleet is to rotate a load of your big bangers in or around the German Bight.
