Who takes command when two (or more) commanders have the same seniority?

I've always wondered about this, especially in BOR where you often get two consuls of "4" seniority. Is there a way to ensure one leads over the other?

The funny thing about this scenario is, we are not allied in any way. Punic forces and provinces are listed as Neutral to me, and my units cannot enter their territory (and I assume vice-versa).

I think those numbers refer to morale/gain loss, not VP? Because I think the Etruscan VP cities are only 2 a turn if I control them. So, not sure how the VPs are calculated. I just know that taking Objectives are good, and I just go off what the F7 screen tells me!
