Thanks Jim. That helps a lot. By that logic then, it is advantageous to both rotate new brigades through "Training Officers" to ensure conversion to regular infantry and then build and use as many HQ units with "Training Master" as possible.

Just in general, I really wish there were things that could be built via decision to increase money - I get not being able to build manpower, but being able to invest in some sort of money-generating structure would be great. Perhaps spend manpower and WSU to create?

The answer to your last two questions is what I advised in my previous post - use the supply map-mode. Green indicates that a particular region is in supply, while red indicates that it is not.
