Is there something the CSA should be doing to get Kentucky to choose the CSA? Techniques to use? Or is just better for the CSA to invade?

Is there an event ( like raising taxes or buying rolling stock) that allows the Rebels to draft manpower in large quantities? I see the option to raise troops on a one of basis in a certain geography, but i was looking for large one time options to draft.

Does this mean that captured artillery and supply will get replacements? If I remember right, ACW I, captured units did not get replacements and were not very helpful.
